Sekda Apresiasi ULP Badung
Unit Layanan Pengadaan (ULP) di Kabupaten Badung merupakan salah satu bentuk komitmen Pemkab Badung dalam mewujudkan tata kelola pemerintahan yang baik. “Dengan adanya ULP ini, proses pengadaan barang dan jasa pemerintah dapat terlaksana secara efektif, efisien dan transparan serta dapat dipertanggungjawabkan,” ujar Sekretaris Daerah Kabupaten Badung, Kompyang R. Swandika, saat mengunjungi ULP di lantai II di Bagian Administrasi Pembangunan, Rabu (18 Februari 2015). Saat itu Sekda didampingi Asisten Pemerintahan dan Kesra Setda Badung, I.B. Yoga Segara; Asisten Perekonomian dan Pembangunan Setda Badung, Dewa Made Apramana; Kepala BKD Diklat Badung, I Gede Wijaya; Kabag Organisasi dan Tata Laksana Setda Badung, I Wayan Wijana serta Kabag Humas dan Protokol Setda Badung, A.A. Gede Raka Yudha.
Kompyang mengatakan, saat ini ULP Kabupaten Badung merupakan ULP percontohan di Indonesia. ULP tersebut dikatakan sudah beberapa kali meraih penghargaan dari Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP). “Selain karena komitmen yang kuat dari pimpinan, keberhasilan ini dicapai juga tidak terlepas dari kerja keras anggota ULP Badung. Jadikan keberhasilan ini sebagai cambuk untuk meningkatkan prestasi ULP ke depannya,” saran Kompyang.
Pejabat asal Kerobokan ini mengatakan, dengan adanya ULP, pengadaan barang dan jasa pemerintah di Kabupaten Badung dapat dihemat dari segi biaya, meningkatkan kualitas proses pengadaan, meningkatkan kompetensi dalam proses pengadaan serta meningkatkan transparansi dalam proses pengadaan. “Saya apresiasi seluruh anggota Pokja ULP yang sudah menunjukkan kinerjanya, sehingga tercapai efisiensi anggaran dalam proses pengadaan walaupun dengan keterbatasan ruangan,” katanya sembari melihat proses pembuktian klarifikasi lelang kegiatan taman di salah satu pokja ULP Badung. Kepala ULP yang juga merupakan Asisten Perekonomian dan Pembangunan Setda Badung, Dewa Made Apramana, menyampaikan, ULP Badung yang berdiri pada tanggal 10 November 2011 ini terdiri dari 9 pokja yakni tiga pokja konstruksi, tiga pokja barang, dua pokja konsultansi dan satu pokja jasa lainnya, dimana masing-masing pokja terdiri dari lima anggota. “Sejak berdiri, ULP telah melakukan e-procurement secara penuh. Untuk tahun anggaran 2015, sampai tanggal 18 Febuari ini sudah melelangkan sebanyak 116 paket dengan total dana Rp. 300 miliar lebih. Saya harapkan SKPD lainnya agar tidak menunda-nunda pengiriman berkas paket pengadaan untuk diproses di ULP,” pintanya.
