Lokakarya Nasional “Rencana Aksi Pembentukan Organisasi Permanen dan Peta Jalan Pengembangan Organisasi Unit Layanan Pengadaan (ULP) di Wilayah Percontohan” diselenggarakan atas kerjasama LKPP (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah) dengan MCA-I (Millennium Challenge Account – Indonesia) di Hotel Crowne, Jakarta, pada tanggal 3 – 5 Maret 2015.
Kabupaten Badung menungaskan Kepala ULP, Sekretaris ULP, Ketua-Ketua Pokja ULP dan Kepala Bagian Organisasi dan Tata Laksana Setda Kabupaten Badung untuk hadir dalam lokakarya ini. ULP Badung jika dilihat dari organisasi, SDM dan fungsinya sangat siap menjadi ULP permanen dan independen. Namun ditengah-tengah perjalanan menuju ULP permanen, apakah berbentuk Kantor atau Bagian masih terbentur dengan ketentuan yang tumpang tindih. Namun dengan semangat reformasi pengadaan, Pemerintah Kabupaten Badung siap di tahun 2015 menuju ULP Permanen.
