Rapat Koordinasi mengenai Jabatan Fungsional Pengelola Pengadaan Barang/Jasa
Sehubungan dengan telah dilakukannya impassing terhadap 38 anggota Pokja menjadi Pejabat Fungsional Tingkat Ahli Pengelola Pengadaan Barang/Jasa sejak bulan November 2014, perlu dibahas mengenai kelembagaan, mekanisme pengusulan angka kredit, tata cara penilaian, tim penilai, penyusunan SKP, serta bimbingan teknis yang perlu diikuti. Melalui Rapat Koordinasi yang dilaksanakan pada tanggal 28 Januari 2015, yang dihadiri oleh Asisten Perekonomian dan Pembangunan selaku Kepala ULP, Kepala Bagian Administrasi Pembangunan selaku Sekretaris ULP, Bagian Organisasi dan Tata Laksana, Bagian Hukum dan HAM, BKD Kabupaten Badung, serta Ketua-Ketua Pokja pada ULP Kabupaten Badung, untuk membahas mengenai hal tersebut.
Rapat dibuka oleh Asisten Perekonomian dan Pembangunan, dengan agenda pembahasan antara lain mengenai Jabatan Fungsional Pengelola Barang/Jasa dan Angka Kreditnya, Penyusunan SKP, Kelembagaan ULP, dan hubungan dengan UU ASN, Permenpan-RB, serta Perka LKPP. Mengenai kelembagaan, Bagian Organisasi dan Tata Laksana menanggapi, dalam membentuk kelembagaan ULP perlu melakukan Perubahan Perda No. 7, dan masih menunggu Perubahan PP No. 41. Berdasarkan Permendagri 82 Tahun 2014, bentuk organisasi masih sesuai dengan kondisi sekarang, yaitu dibawah Kepala Bagian. Selanjutnya akan dikoordinasikan lagi ke Provinsi.
Tanggapan dari BKD Kabupaten Badung antara lain untuk Jabatan Fungsional PBJ, berpedoman pada Permenpan No. 77 Tahun 2012 tentang Jabatan Fungsional Pengelola Pengadaan Barang/Jasa dan Angka Kreditnya. Kenaikan pangkat Jabatan Fungsional Pengelola PBJ harus didasarkan angka kredit. Tim Penilai dibentuk oleh Instansi pengguna, dalam hal ini Sekretariat Daerah. Setiap Pengelola PBJ wajib mencatat seluruh kegiatan yang dilakukan dalam DUPAK. Untuk memberikan informasi yang lebih jelas mengenai Jabatan Fungsional PBJ dan angka kreditnya, BKD akan melaksanakan Bimtek terhadap Pejabat Pengelola PBJ dengan mengundang LKPP dan BKN.
Bagian Hukum dan HAM menanggapi, untuk perubahan Perda No. 7, masih menunggu dari Bagian Organisasi dan Tata Laksana untuk penyesuaian dengan Perubahan PP No. 41. Pembentukan Tim Penilai dapat dilakukan mendahului, karena tidak berpengaruh terhadap Perubahan Perda No. 7.
Rapat diakhiri dengan beberapa kesimpulan antara lain BKD akan melaksanakan Bimtek terhadap Pejabat Fungsional Pengelola PBJ pada awal bulan Februari 2015, dengan mengundang LKPP dan BKN. Segera membentuk Tim Penilai Angka Kredit. Bagian Organisasi dan Tata Laksana secepatnya berkoordinasi ke Provinsi dan ke Pusat. Bagian Hukum dan HAM mendukung terbentuknya kelembagaan sesuai ketentuan yang berlaku. Para Pokja yang sudah menjadi Pejabat Fungsional agar mulai mencatat dan menginventarisasi kegiatan yang dilaksanakan untuk dituangkan dalam DUPAK.
