Pemkab. Malang Kunjungi ULP Badung
Pemerintah Kabupaten Malang yang dipimpin Asisten Administrasi Umum Dra. Made Dewi Anggraeni, M.Si melaksanakan kunjungan kerja di Pemerintah Kabupaten Badung. Kunjungan dengan mengikutsertakan 11 anggota rombangan diterima langsung Asisten Perekonomian dan Pembangunan Kabupaten Badung Ir. Dewa Made Apramana. MM, di Ruang Kriya Gosana Pusat Pemerintahan Kabupaten Badung, Selasa (3/9) kemarin. Hadir dalam kunjungan tersebut Kepala Bagian Administrasi Pembangunan Kab. Badung yang juga Sekretaris Unit Layanan Pengadaan (ULP) Badung A.A. Ngurah Bayu Kumara beserta Pokja ULP.
Asisten Admisnistrasi Umum Pemkab. Malang Dra. Made Dewi Anggraeni, MSi menyampaikan maksud dan tujuan kunjungan adalah ingin melihat langsung ULP di Kabupaten Badung yang juga merupakan rekomendasi dari Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP). “Kabupaten Malang ingin menimba ilmu terkait pembentukan ULP di Kabupaten Badung, agar di Tahun 2014 sudah bisa membentuk ULP,” ungkap Dewi Anggraeni.

Asisten Admisnistrasi Umum Pemkab. Malang Dra. Made Dewi Anggraeni, MSi menyampaikan maksud dan tujuan kunjungan adalah ingin melihat langsung ULP di Kabupaten Badung yang juga merupakan rekomendasi dari Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP). “Kabupaten Malang ingin menimba ilmu terkait pembentukan ULP di Kabupaten Badung, agar di Tahun 2014 sudah bisa membentuk ULP,” ungkap Dewi Anggraeni.
Dewi Anggraeni menambahkan, pihak Pemkab. Malang juga ingin mengetahui hambatan-hambatan selama terbentuknya ULP di Kabupaten Badung serta kaitan komitmen pimpinan terhadap keberadaan ULP di Badung.
Asisten Perekonomian dan Pembangunan Dewa Made Apramana menjelaskan ULP di Kabupaten Badung didirikan terhitung 1 Desember 2011 dengan Dasar Hukum Peraturan Presiden RI No. 54 Tahun 2010 tentang Pengadaan Barang/Jasa Pemerintah, Peraturan Bupati Badung No. 70 Tahun 2011 tentang Pembentukan Unit Layanan Pengadaan (ULP) Pemerintah Kab. Badung dan Keputusan Bupati Badung No. 2147/01/HK/2011 tentang Penetapan Pelaksanaan Pengadaan Barang/Jasa pada Unit Layanan Pengadaan (ULP) dilingkungan Pemerintah Kab. Badung. “Adapun tujuan pembentukan ULP ini untuk lebih efektif dan efesiennya proses pengadaan, proses pengadaan lebih terpadu dan terkendali untuk menjamin pengadaan barang/jasa ditangani oleh aparatur yang professional dan kompetensi serta untuk meningkatkan kinerja SKPD dalam menjalankan tupoksinya karena tidak lagi menangani pengadaan barang/jasa dilingkungannya,“ tegasnya.
Lebih lanjut Dewa Made Apramana menambahkan terbentuknya ULP adalah langkah penting dan tepat, karena di tahun-tahun terdahulu “kebocoran” terbesar ada di pengadaan barang/jasa pemerintah. Untuk itu ada komitmen Bupati Badung A.A. Gde Agung untuk menanggulangi kebocoran dengan komitmen membentuk ULP di Kabupaten Badung. Langkah ini juga merupakan bentuk dari upaya mewujudkan pemerintahan yang baik, bersih dan berwibawa (Good Governance & Clean Government).
