Diseminasi Koordinasi dan Supervisi Pencegahan Korupsi di Provinsi Kalimantan Timur
Acara : DISEMINASI PRAKTIK TERBAIK TATA KELOLA PEMERINTAH DAERAH BERBASIS ELEKTRONIK
Komisi Pemberantasan Korupsi (KPK) melalui kegiatan Koordinasi dan Supervisi Pencegahan (Korupgah) Korupsi menyelenggarakan diseminasi praktik terbaik penyelenggaraan tata kelola Pemerintah Daerah berbasis elektronik di bidang Perencanaan APBD (e-planning), Pelayanan Terpadu Satu Pintu (PTSP), Pengadaan Barang/Jasa Pemerintah (e-procurement) melalui ULP yang mandiri, dan perhitungan Tunjangan Perbaikan Penghasilan (TPP). Dimana masing-masing kategori tersebut diwakilkan oleh Pemerintah Daerah yang berdasarkan penilaian Korsupgah KPK telah melakukan praktik nyata pencegahan korupsi berbasis elektronik. Berikut Pemerintah Daerah yang diwakilkan masing-masing narasumbernya :
Bidang Perencanaan APBD (e-planning) oleh Pemerintah Kota Surabaya.
Bidang Pelayanan Terpadu Satu Pintu (PTSP) oleh Pemerintah Kota Denpasar.
Bidang Pengadaan Barang/Jasa Pemerintah (e-procurement) oleh Pemerintah Kabupaten Badung.
Bidang Tunjangan Perbaikan Penghasilan oleh Pemerintah Provinsi Jawa Barat.
Korsupgah KPK dalam pengantarnya yang dibawakan oleh wakil ketua KPK Bapak Laode Muhammad Syarif, menekankan bahwa pentingnya materi diseminasi ini untuk dipakai acuan bagi pemerintah daerah pelaksanaan tata kelola pemerintahan dalam rangka pencegahan korupsi berbasis elektronik. Disesuaikan dengan potensi serta hambatan masing-masing pemerintah daerah di Provinsi Sulewesi Selatan. Dalam uraian beliau sangat menekankan akan KEMAUAN dari pimpinan daerah. Karena seluruh prosedur telah tersedia dan infrastruktur juga sudah mulai membaik, jadi tidak ada alasan lagi untuk tidak memulai hal-hal yang dicontohkan dalam kegiatan diseminasi ini. Juga oleh Bapak Laode M. Syarif mengkomparasi besarnya APBD suatu daerah haruslah berbanding positif dengan jumlah penduduk. Selanjutnya Gubernur Kalimantan Timur Bapak Awang Farouk Ishak dalam sambutannya menekankan pentingnya kepatuhan pemerintah daerah terhadap peraturan yang berlaku yang mesti dibarengi dengan ketegasan pemerintah pusat terhadap pelaksanaan peraturan perudangan serta aturan pelaksanaanya. Selanjutanya beliau juga menguraikan pencapaian pencapaian Provinsi Kalimantan Timur dalam tata kelola pemerintah yang telah mulai memakai IT sebagai basis kinerjanya, walau memang perlu dibantu oleh berbagai pihak dalam perkembangannya. Juga Gubernur menyampaikan kepada KPK bahwa diharapkan kebijakan pusat ada baiknya secara intens koordinasi dengan daerah sebelum mengelurakan kebijakan berupa peraturan perundangan. Dan BPKP perwakilan Provinsi Kalimantan Timur dalam sambutan menyampaikan apresiasi kepada Pemerintah Provinsi Kalimantan karena mampu meraih 2 (dua) kali berturut-turut meraih opini WTP dalam pertanggungjawaban pelaksanaan APBD. Yang mana diperlukan sinergi seluruh pihak terkait dalam mencontoh raihan tersebut. Selanjutnya dari Lembaga Kebijakan Pengadaan Pemerintah (LKPP) menekankan pentingnya pembentukan Unit Layanan Pengadaan (ULP) yang mandiri sebagai unit kerja yang bertugas melaksanakan proses pengadaan barang/jasa pemerintah. Karena ULP yang mandiri dan permanen akan menjadi cerminan komitmen pimpinan daerah terhadap akuntabilitas pelaksanaan APBD. Dipertegas juga bahwa peran ULP semestinya memang dilibatkan dalam proses pengadaan barang jasa sejak perencanaan sampai pelaksanaan kegiatan.
Selanjutnya penyampaian materi dari masing-masing bidang praktik terbaik tata kelola pemerintah daerah berbasis elektronik diawali oleh bidang Bidang Perencanaan APBD (e-planning) oleh Pemerintah Kota Surabaya. Dalam paparannya Pemkot Surabaya menguraikan tata kelola pemerintahan berbasis elektronik yang terintegrasi antar bidang urusan dalan sistem informasi yang bernama “Government Resouces Management System”. Penekanan uraiannya terletak dalam proses sistem pengelolaan keuangan daerah melalui e-musrenbang dan e-budgeting. Dimana area ini adalah area perencanaan keuangan daerah (e-planning). Dalam pelaksanaannya rangkaian proses sejak Musren Kelurahan, Musren Kecamatan, Forum SKPD sampai Musrenbang Kota dilakukan secara online dengan aplikasi berbasis internet yang terintegrasi. Dimana masing-masing proses dilakukan dengan transparan akuntabel. Tujuan penggunaan aplikasi ini adalah mempermudah SKPD/Unit Kerja serta Tim Anggaran Pemerintah Daerah (TAPD) dalam proses penyusun ananggaran, dan untuk meningkatkan kualitas APBD dari sisi kesesuaian dengan RPJMD, keakuratan nilai dan rekening dan akuntabilitas alokasi belanja.
Bidang Pelayanan Terpadu Satu Pintu (PTSP) diwakili oleh Pemerintah Kota Denpasar yang mengajukan proses pengajuan ijin terkait usaha maupun kependudukan berbasis internet. Aplikasi tersebut memungkinkan pemohon ijin mempunyai kepastian proses baik waktu maupun biayanya sejak awal. Dan seluruh proses telah terintegrasi dengan SKDP yang membidangi masing-masing ijin yang dilayani. Hal ini membuat proses pengurusan ijin menjadi efisien dan akuntabel.
Selanjutnya dari bidang pelaksanaan pengadaan barang/jasa pemerintah diwakili oleh Pemerintah Kabupaten Badung. Dalam paparannya menekankan pentingnya peran ULP baik secara organisasi, tugas dan fungsinya serta perkuatan di bidang infrastruktur maupun sumber daya manusianya. Secara organisasi ULP yang mandiri terletak di satu wadah organisasi sehingga dalam melaksanakan tugasnya dapat mandiri dan profesional, sesuai dengan amanat Perpres 54 tahun 2010 beserta perubahannya dan aturan turunannya. Pratik terbaik tata kelola pemerintah Kabupaten Badung ini menguraikan pelaksanaan penyampaian Rencana Pelaksanaan Pengadaan (RPP) dengan menggunakan sistem aplikasi berbasis internet yang bernama Online Managemet System (e-ULP). Dalam aplikasi e-ULP PPK dapat secara online menyampaikan berkas permohonan lelangnya ke ULP, dimana akan diproses dan dicatat secara real time. Seluruh proses tersebut berlangsung secara otomatis dan tercatat siapa melakukan apa dan kapan. Hal ini sangat penting untuk akuntabilitas proses awal pengadaan barang dan jasa serta membuat jejak audit jelas dan tegas.
Sedangkan bidang Tunjangan Perbaikan Penghasilan (TPP) diwakili oleh Pemerintah Provinsi Jawa Barat. Melalui Badan Kepegawaian Daerah Provinsi Jawa Barat pengembangan tunjangan penghasilan pegawai dilakukan secara online. Aplikasi pegawai online iniu memungkinkan tunjangan pengahasilan dilakukan dengan perhitungan kinerja berdasarkan SKP masing-masing pegawai berdasarkan bidang urusannya. Sehingga dengan aplikasi ini masing-masing pegawai dapat dengan jelas terukur kinerja harian sampai bulannya yang nantinya menjadi dasar pemberian tunjangan tambahan penghasilannya.
Seluruh bidang tata kelola pemerintah inilah menjadi titik berat oleh Korsupgah KPK dalam kegiatan pencegahan korupsi. Yang mana komitmen pimpinan sangat diperlukan menyukseskan kegiatan pencegahan korupsi di pemerintah daerah.
Kegiatan diseminasi praktik terbaik penyelenggaraan tata kelola Pemerintah Daerah berbasis elektronik ini dihadiri oleh 10 bupati dan walikota. Diharapkan penekanan awal ini akan menumbuhkan komitmen bagi pemimpin daerah di Provinsi Kalimantan Timur.
